Bounty Collecter not appearing even with 1000 bounty?

I've been playing Skyrim for quite a while now, and for one time, while have well over 1000 Bounty in Whiterun, i've never encountered this individual. I wasn't Fast Traveling at all at the time, and I had the bounty for around 5 in-game days. This is on Xbox 360, version 1.9. No random encounter is guaranteed to happen, and some appear more commonly than others. There are certain prerequisites, that once met, only add the possibility of him appearing, without those prerequisites he will not appear ever. Silence is Golden^{Break the Silence} 17:36, 4 July 2018 (UTC)

bounty collector actually clears bounty?

isn't this always a scam? if so, shouldn't it be noted under notes something like "- paying the bounty collector will not clear your bounty"? 108.250.59.10 23:38, 6 June 2023 (UTC)
