Adagio is a High Elf commoner, and member of the House of Reveries. She is married to Allegro, who is her performance partner. Allegro will tell you that it was Adagio's idea to join the House of Reveries, and that she thought up their matching names.
You'll find her on the west end of the terrace in front of the Manor of Masques sitting on a bench reading her book, occasionally interrupted by Silver. Adagio has no unique dialogue.
