Jagnas is a Redguard resident of Bergama who can be found in the central square by the water well, but will move after the quest Left at the Altar, at which time he'll remain at the ceremony.
He is Tiela's father, and will ask you to help him with a little problem.

When you first approach him and haven't started the quest, he will say "This is getting to be absurd."
Speaking to him:
- "How much longer must we pretend? My daughter wails in disappointment and our two families verge on coming to blows!
There is nothing to be done for it! The groom is not coming!" - What happened to the groom?

Speak to Enneh and he'll add:

Once you've made a deal with Uncle Thakh gro-Ram, you can speak to him about his treachery:
