Nolovan is a Reachman tinkerer located in his workship in Markarth. He does not appear until the related quest begins.

He can be met in his workshop. When interacted with he will say :

"Hey, you're an outsider. I guess when the ard made us put up those scratchings he called signs, it really worked. Attracted you right to my business.
Unfortunatelly, we're closed right now. Come back later. And bring your gold!"
I just need to ask you something. Do you happen to know anything about the Arkthzand Keystone?
"Arkthzand? Sounds Dwarven. I guess that's why you came to see me. No one in Markarth knows more about the Deep Folk and their scrap than old Nolovan!
Now, keystones. That's another matter. Could refer to a wedge that supports an arch, maybe."
I think it may be magical.
"Well, that is the other kind. You might be able to find one in Bthar-Zel. I could sell you a map to the place, but it won't be cheap.
Or, if you do a simple job for me, I'll give you the map as payment. Quick work that would help me a great deal."
All right. Will this cover the cost of the map? [led GoldLeveled Gold Gold]
"Aye! More than cover it!
Here's your map. Leads right to Bthar-Zel, I guarantee it. You might need to do a little searching to find the entrance, but that map will get you close. Now, please, I have so much work to do before I can open the shop."
I'll help you. What's the job?
"Pick up a package and return here. Do that and the map is yours.
Just beyond the city gates there's an old Dwarf house. Parcels with my name on them appear there from time to time. I'm expecting one currently. Go check and bring me what you find."

If approached after agreeing to help him, but before finishing his task:

"A bargain's a bargain, outsider. Go pick up my package, give it to me, and the map to Bthar-Zel is yours.
You have my word."
I'd rather just buy the map from you.
"I did say I'd sell you the map to Bthar-Zel, but I'm not sure I could determine a fair price. The map is extremely rare and valuable, as I'm sure you know."

"Aye! More than cover it! And here's your map.
Leads right to Bthar-Zel, I guarantee it. You might need to search around to find the entrance, but that map will get you close. Now, please, I have so much work to do before I can open the shop."

If approached after finishing task given from him:

"We're closed—oh, it's you. Was it there? Was there a new package with my name scrawled on it?"
Here's your package. It has your name on it and everything.
"Oh, well done, outsider! Well done. You say this scrawl is my name? Fancy that. And it's heavy. That's a good sign! I leave things down in the depths, and in return I get these packages from time to time.
Here's your map. Good luck in Bthar-Zel!"

If approached after receiving the map:

"Our business is done, I think, outsider. Unless, that is, you actually find Bthar-Zel. I've never had the gumption to go and look for it myself.
If you do find it, come back and tell me all about it next time you're in the neighborhood. "
Why do you think I'll find the keystone in Bthar-Zel?
"Because I have it on good authority that Bthar-Zel contains one of the only know [sic] Dwarven vaults that hasn't been ransacked! Not with all the mechanicals that still guard the place.
They're the reason I never made it inside."
You think Bthar-Zel contains a vault, even though you've never been there?
"I don't need to visit Solitude to know it's full of stinking Nords, do I?
I hired an adventurer like you once. She returned with some scrap, but she couldn't get to the vault without the machines tearing her apart. Maybe your luck will be better."

"We're not open for business quite yet. Come back later."
