Ra-Netu are zombies found in the Alik'r Desert. They are usually unconsecrated corpses (such as those who died at sea), and can therefore be raised regardless of whether or not the Ansei Wards are active. The religious code of the Redguards prevents many of them from defending themselves against the threat the Ra-Netu pose.
