Thalmor Justiciars are Altmer serving under Canonreeve Oraneth. They are in charge of ensuring that the Darkfern Orcs find bones for Oraneth. Those found with Justiciar Elenar are foot soldiers.

Quick Strike: A basic melee attack that does minor physical damage.
Heavy Attack: A heavy melee attack that does moderate physical damage. It can be blocked to set the enemy off balance.
Throw Dagger: The enemy backs away from the player and throws a dagger at the player. This attack Causes snare and bleed if it connects. This attack can be interrupted to set the enemy off balance. The dagger can be blocked to prevent the snare and bleed and reduce the damage done.
Ignite: A combo move that is only performed if Archers, Fire Mages or other fire using enemies (Flame Atronachs, Scamps etc.) are around. The enemy throws a glob of tar under the player's feet as indicated by a red circle. While this does no damage, standing in it will snare the player. The Soldier will call for the other enemy to light the tar (usually accompanied by a voice clip) and the red circle will burn, doing moderate flame damage over time to enemies within the red circle.

Dragonknight Standard: This will be cast at the start of the fight if the target is not already standing within an already cast one. The attack is a circular AoE and causes persistent flame damage.
Blink Strike: The Eviscerator will teleport towards their target and land hard on top of them, causing physical damage. Blink Strike knocks the target down if it lands, but it can be blocked to knock the enemy off-balance. Formerly known as "focused charge".
Quick Strike: A basic melee attack that does minor physical damage.
Low Slash: A physical attack that snares the target.
Dark Talons: The enemy roots all targets within range with claws that deal minor physical damage over time. Roll dodge or break free to get out of it.

They will say several things when you engage them in combat. This dialogue is ambient, meaning it has no subtitles.

"Intruders! End them. We don't have time for this."

"Intruders! Give death to them."

"Ill met, stranger. You've forced our hand."

"Justiciars, to arms!"

"Halt! You'll go no further."

When you enter the first chamber, you'll overhear a conversation between a Justiciar and a Darkfern Digger.

Thalmor Justiciar: "By the Empyrean Light, move faster! The more bones you find, the sooner we can all get out of this pit."

Darkfern Digger: "Just my luck they would pair me with a slave driver like you. Why don't you pick up a shovel and help me?"

Thalmor Justiciar: "I am a Justiciar of the Thalmor. I do not shovel, Orc."

In the next room:

Thalmor Justiciar: "Don't slow down now! I will not suffer the humiliation of failure—not to a Canonreeve."

In Nenesh gro-Mal's room, a Justiciar can be heard giving the Orcs an off-handed "compliment".

Thalmor Justiciar: "Oraneth will be pleased with this progress.
You Orcs know how to dig in the dirt, I'll give you that."
