Tullius Gabinia is a blinded Imperial who guards the entrance to the Outlaws Refuge in Lilmoth which is hidden in the ruins of an old stone house. The ruins and entrance is located behind Nesh-Deeka's Music Shop.
Most of the time he's seated on the ground. When he gets to his feet, he at first appears to be drunk, and is holding a frog. After a while, Tullius licks his small pet, giving proof that Psychoactive toads exist in Black Marsh.

- "I'm the lookout, see! Got to make sure none of them scaly guards get in."
- "That place behind me? Nothing special about it. Just a trap door inside an abandoned building. What's strange about that?"
- "You better be up to no good, you hear? Otherwise you best be walking away!"
- "Like my house? Genuine Imperial architecture! Far better than those mud huts the lizards sleep in."

- Sometimes, the frog fails to appear in his hands when he performs the related animation. ?
