It's also possible to meet him before the Dark Brotherhood quest. I encountered him after speaking with Astrid in the Dark Brotherhood Sanctuary, but prior to beginning any assassination quests with them. I was looking for Aetherium shards. He was not immediately hostile, had one line of dialogue when spoken to, and then attacked.
