New orders await legionnaires at the Imperial Guard Command Post in Old Ebonheart

Quick Walkthrough[edit]

  1. Speak to Maurrisha at the Imperial Guard Command Post in the southern gatehouse of Old Ebonheart.
  2. Speak to Vols Valdri and Olres Iladri in the Old Ebonheart plaza.
  3. Either:
    • Bribe Vols with 500 gold to get him to leave.
    • Side with either, to enter combat with the other - this can force surrender.
    • Speak to a guard to be pointed to Marsh-Demon-At-Her-Elbow at the Marsh & Ellerian: Barristers office, then tell Vols to leave.
  4. Return to Maurrisha for 100 gold, and a faction reputation boost if the dispute was resolved without deaths.

Detailed Walkthrough[edit]

On speaking to Maurrisha at the southern gate of Old Ebonheart, she will assign you a task to settle a dispute between 2 merchants in the plaza near the fountain. She implores you to not let it devolve into violence between the 2 merchants.

Head out of the Old Ebonheart, Imperial Guard Command Post and head north a little bit to the main thoroughfare, then turn left and head toward the fountain. The merchants you're looking for are pretty easy to find, two Dunmer by the names of Vols Valdri and Olres Iladri.

Vols Valdri claims to have paperwork from the treasurer, claiming he gets this specific spot in the plaza, whereas Olres Iladri states any merchant can set up anywhere they like in the plaza, as that's how they've "always done it".

Your options are:

Route 1[edit]

Afterwards, the merchant who is left will thank you when you speak to them again, and you'll also have the option to arrest them too. If you arrest the other merchant as well, they'll just be teleported away as well. On returning to Maurrisha, she will say: I don't understand why both were sent to prison but I'm sure there was a good reason for it. Here's your pay. And you'll get 100 gold.

Route 2[edit]

After fighting with one of the merchants and you arrest them, you can talk to the other merchant and they'll thank you. Go back to Maurrisha to settle the orders, and she'll say: I'm glad to hear you settled it nonviolently. Here's your pay. And you'll get 100 gold.

Route 3[edit]

Since Vols Valdril has a literal document from the city saying he gets to set up there, you'll need to verify this with the treasurer who gave him the document. Head to the Marsh & Ellerian Barristers office nearby and speak to Marsh-Demon-At-Her-Elbow about the matter.

Marsh-Demon-At-Her-Elbow states that: Reserving an area of land designated for merchant and merchant-like activities falls directly under the jurisdiction of the Duke himself. If someone is claiming the Treasurer gave them the spot, they're either lying or stupid. Or both. Heading back to Vols and telling him that the Treasurer can't reserve land for merchants, he states: Really? I swear, when he was the one in charge... My mistake, I must have contacted the wrong, ahem, authority on the matter when obtaining this note. I bid thee farewell.

You can then speak to Olres Hadri and you have the "Happy to help" option as usual, or you can arrest him. If you arrest him, he'll fight you and you'll cart him off to jail. When returning to Maurrisha after this course of action she'll say the "Settled nonviolently" line and pay you 100 gold.

Route 4[edit]

You can pay Vols to vacate the spot. To this option, Vols Valdri states: But of course! Assuming you can pay what I would expect to make on an average day like this. Normally I would say two thousand gold, but I would settle for five hundred. Olres Iladri will not take payment to move, stating: I won't be swayed by a bribe. A Dunmer must retain his principles. I want this idiot to leave me in peace.

If you pay Vols to vacate, his departing line is: Excellent. Glad we could do business. I bid you all farewell, and thank you for your patronage! And on talking to Olres, you have the usual "Glad to help" or arrest him. Returning to Maurrisha doesn't get you the 500 gold back and your 100 gold pay, you only get the 100 gold pay and the nonviolent settlement line.
