Quick Walkthrough

1. Speak to Tulnom Verenim about Bolor Sathendas.
2. Inquire about Bolor with Ruvene Falvanys, publican of the Vermilion Hound Cornerclub.
3. Find Rylyarimmir in his room downstairs and ask him about Bolor three times.
4. Take the Note to Rylyarrimmir  [sic] from him and read it.
5. Enter Ashishibishi and find Bolor Sathendas.
6. Unlock Bolor's bracers with the Ashishibishi Slave Key found on Gitienne.
7. Speak to Ivramie Selobar at the Hlerynhul temple.

Detailed Walkthrough

A pauper named Tulnom Verenim wanders the streets of Hlerynhul. He's looking for a friend named Bolor Sathendas, and believes that he is somewhere in the fancier establishments in the town's higher areas. Agree to help and move to the Vermilion Hound Cornerclub. Drinkers remember Bolor, and the publican remembers him talking with the High Elf who rents a room here.

You'll find the High Elf Rylyarimmir in his room downstairs. Ask him about Bolor three times - his mood will decline with each until he attacks you. Once he's dead, read the note on his body. This details a plot to bring "targets" to a place named Ashishibishi, including directions. Travel to this place.

You need to find two things inside these ruins. The first is Bolor Sathendas himself. He's in the cavern area in the southeast part of Ashishibishi, Shrine. The second is the key to his bracers - this is carried by Gitienne, a Breton found in the chamber with the statue of Molag Bal.

Free Bolor once able. He'll teleport home. You can find him at Hlerynhul's temple, although it is the head priest here, Ivramie Selobar, who will reward you for your rescue effort.

10		I talked to a Hlerynhul pauper named Tulnom Verenim, whose friend Bolor Sathendas went missing some time ago. Tulnom has been searching for Bolor ever since, and asked me to help by asking around town.
20		The publican of the Vermilion Hound Cornerclub saw Bolor talking to an Altmer who is renting a room downstairs.
30		Rylyarimmir, an Altmer who was staying at the Vermilion Hound Cornerclub, attacked me after I pressed him about the whereabouts of Bolor Sathendas.
40		I found a note on Rylyarimmir, which might explain how Bolor went missing. It seems like he was seduced into drinking a strong potion that completely bent his will, and was ordered to travel to the Daedric shrine of Ashishibishi.
50		I found Bolor Sathendas alive in the shrine of Ashishibishi. He knows a spell of Almsivi Intervention, which would allow him to escape, but cannot cast it as long as he has slave bracers on.
60		I unlocked Bolor's bracers, allowing him to cast a spell of Almsivi Intervention. He said that I will be able to find him in the Hlerynhul Tribunal Temple.
100	Finishes quest	Ivramie Selobar, the head priestess of the Hlerynhul Tribunal Temple, thanked me for rescuing Bolor Sathendas. She gave me some enchanted scrolls as a reward.
110	Finishes quest	Bolor Sathendas is dead.
