Quick Walkthrough[edit]
- Speak to Ereven Baryl about Orders.
- Ereven wants you to go back to the Imperial Consulate, and speak to Galvus Pottreid.
- Speaking to Galvus Pottreid in the Imperial Consulate, he will let you know that he wants you to take care of a certain lawyer in Narsis, in the Foreign Quarter, named Cydne Jouarge, housed in a building named Avacian, Golethys & Jouarge: Barristers.
- Go to the Barrister office (From Heron hall, go left and the building is at the top of the small stairwell). Speak with Jouarge downstairs in the building.
- Jouarge wants you to convince your commander that a local company, Ruddy Eggs Exports, is performing illegal slave trades of Imperial citizens. It's located on the Waterfront, next to the East Empire Company's offices. Jouarge wants the Imperial Legion to raid the REE offices.
- Head to Commander Baryl in Heron Hall and speak to him about Ruddy Eggs Exports. He'll say he needs proof to be able to legally raid the building.
- Head over to the Waterfront and into the REE offices. The offices are on the lower Waterfront walk area, next to the EEC offices as mentioned by Jouarge.
- Inside of the REE office, head straight through one door, turn left, go through that door, go downstairs, hide behind the pillar in the next room facing the locked door so the NPC in the room can't see you, and pick the lock (key location unknown), and head further down.
- Going down the stairs and entering the room on the left, you'll be attacked by two guards. Take them out and grab the book on the desk to the right of the doorway, in the room.
- Head back to Commander Baryl and speak to him about Ruddy Eggs Exports again, and tell him you found the proof he wanted. He will immediately launch a raid on the REE offices.
- Go back to Cydne Jouarge, and he'll be satisfied and he'll say he's leaving Morrowind.
- Go back to Galvus Pottreid, and speak to him about Cydne Jouarge and he'll reward you with Left Shoulder of Might, Right Shoulder of Might.
Detailed Walkthrough[edit]
Speaking with Ereven Baryl after the last quest about Orders, he'll tell you that Galvus Pottreid wants to see you. Ask about Galvus Pottreid. He's the main central guy in the Imperial Consulate that you may have seen previously when entering the Imperial Consulate for a prior quest, essentially a very important Imperial. Head over to the Imperial Consulate and speak with Galvus Pottreid.
On speaking with Galvus Pottreid, he'll tell you about an abolitionist in Narsis named Cydne Jouarge, a lawyer who fights against slavery of certain peoples in Narsis. However, Cydne Jouarge seems to be stirring the pot a little too much currently, and Pottreid wants you to tell him to leave morrowind. He tells you that he's currently in the Foreign Quarter of Narsis.
Scanning the map of the Foreign Quarter, you can find a building labeled Avacian, Golethys, & Jouarge: Barristers. It's to the left (west) of the Heron Hall front courtyard, at the top of the small set of stairs. Enter the lawyers' building and locate Jouarge.
Asking Cydene Jouarge about Cydne Jouarge on talking to him will prompt you to tell him that The Proconsul of Morrowind orders you to leave the province at once.. Cydne Jouarge will tell you that he's aware of how much "trouble" he's causing and that he has no problem doing so. However, he says he will leave if you investigate a small office in Narsis associated with a company named Ruddy Eggs Exports. Upon asking him about Ruddy Eggs Exports, he will explain that he suspects they are dealing in illegal slaves, namely captured Imperials.
Jouarge wants you to convince your commander, Commander Baryl, to launch an Imperial Legion raid on the REE office. If you do that, he will leave Morrowind for good. He lets you know their offices are on the Waterfront, near the East Empire Company offices.
Head back to Commander Baryl in Heron Hall, and ask him about Ruddy Eggs Exports. He'll say that REE has a lot of investments from people higher up in House Hlaalu, so he doubts they're trading in illegal slaves. He says you'll have to bring him proof.
Head East to the Waterfront and head to the under-portion of the Waterfront walk area, and use your local map to find them, they're very close to the EEC offices. Go ahead and enter the REE offices when you find them.
You're gonna wanna go straight ahead through another door in the offices, then turn left and go through another door and head downstairs into another room. There is a locked door near a wooden pillar in the room. Crouch and hide yourself from the vision of the NPC in the room using the wooden pillar (or use an invisibility potion or Chameleon spell to get the "hidden" status), lockpick the door and get inside. (Key location is unknown) After getting inside, head down the stairs further into another room with 2 guards who will immediately aggro onto you. Kill them and grab the ledger on the desk to the right of the doorway, it has a red cover.
After that, you can open the locked door in that room via lockpicking to get some other goodies like a couple silver Bars and some gems, but nothing extremely valuable. After getting the ledger, make your way out of the REE offices and back to Commander Baryl, and show him the ledger.
Commander Baryl will comment that he's basically flabbergasted, and that some of the descriptions in the ledger match some of the Imperials that have gone missing in Narsis over the years. He agrees to launch a raid on the REE offices. Head back to Cydene Jouarge and let him know the raid he wanted done has been performed, and he says he's happy with that and he's leaving Morrowind for good. He does have a slightly ominous set of lines though:
I heard your legionnaires have put a stop to their business. Good. I'll be leaving Morrowind now. I'm sure the press back west will be very eager to hear about the wealthy elites of Narsis who were investors in a slave smuggling ring. And you'd better believe that I will bring all of my significant legal acumen to bear when your Hlaalu masters are indicted before the Elder Council. The edifice of slavery is crumbling, %PCName, and it will fall. Best not be under it when it does.
Head back to the Proconsul in the Imperial Consulate, Galvus Pottreid, and speak to him about Cydene Jourage. He will pretty much say 'Good riddance' and hand you some nice pauldrons, Left Shoulder of Might, Right Shoulder of Might as a reward, and that's the end of the quest.
