Ulmon Vathri is a Dark Elf commoner and resident of Omaynis. He is encountered during the events of Andothren's Tribunal Temple questline, as the master of that temple, Nalvs Andolin, will send you to assist this old mer.
At the time of your arrival in Wellness Check, Ulmon knows that he is dying, and has not much time remaining to him. He has lately willed all his possessions to the Temple, but remains concerned for his estranged daughter, Felani Iannus, whom he has cut out of his will entirely. It is guilt over this concern that leads him to request a cure for greed.
"I have a daughter, in Cyrodiil. Married an Imperial, you see. *Cough* I considered leaving my ill-gotten gains to her, but Nalvs helped me understand that she is lost to me. Surely her Imperial has corrupted her with their lust for fortune. *Cough* He is right, of course, and the Temple can do a lot of good with my money. *Cough* But sometimes I can't help but worry for my daughter, and that is why I need that cure for greed. I can't face my ancestors like this."
In the events of The Last Will and Testament of Ulmon Vathri, it transpires that Ulmon did ultimately write to his estranged daughter (as shown by her response to it), who agreed to come and visit him. Felani was too late to arrive however, and by the time of her appearance, Ulmon had expired, leaving only one final message - seeking true reconciliation.
