Where-Stars-Are-Drowning: wet, but free

Where-Stars-Are-Drowning is an escaped Argonian slave, and the target of the quest, Bounty: Where-Stars-Are-Drowning. He has been hiding out in the cave of Soudi ever since he murdered his overseer, and has been fishing in the river to survive. While he claims that the murder avenged countless deaths (not to mention enabling his own escape), it has riled the Indoril of Roa Dyr, who have ordered that a bounty be placed on the killing of the Argonian. This bounty can be begun by speaking to any hetman in the region under the control of the Indoril Ilvi.
