The Levitation Act is an act that was legislated in 3E 421, restricting the use of levitation magic.[1] Despite the act, levitation magic was still prevalent in Morrowind up until at least the late Third Era—most notably by Telvanni wizards, whose towers required knowledge of levitation magic in order to reach the upper levels.[2] Levitation spells were still being sold by members of the Mages Guild after the passage of the act, and were even sold by vendors serving the Imperial Legion in Castle Ebonheart.[3] However, levitation was banned in the capital city of Mournhold by Almalexia.[4]

The knowledge of levitation magic was known to be obscure by 4E 48. However, there were still those who practiced or utilized it, including a Synod mage named Lazarum, who apparently discovered a levitation spell.[5]:39 In 4E 48, a Breton named Annaïg Hoïnart learned how to brew levitation potions, which allowed her and Mere-Glim to travel to the floating city of Umbriel. Synod mages used levitation magic on Imperial legionaries in a battle with Umbriel.[6]:250-252, 254

Some Fourth Era Telvanni towers, such as Tel Mithryn on Solstheim, had magical runes fitted at the base of the stem which granted anyone access;[7] however, it is unknown if this was related to the Levitation Act as levitation pads were used by the Telvanni as far back as the Second Era.[8]
