Vaermina intruding into Apocrypha inside Shelreni Baro
"To thine realm we may not come, nor thee to ours. Within their own Domain, each Prince is Sovereign. Only by invitation may another manifest within" —Hermaeus Mora[1]

The Pact Primordial is an ancient accord that binds Daedric Princes, preventing them from intruding into each other's realms without invitation. This law ensures the sovereignty of each Prince within their domain and stands as a formidable barrier against unwarranted interdimensional trespassing.[1][2] The existence of the Pact Primordial was not a secret; it was well-known among the denizens of Oblivion, though it was probably less familiar to mortals.[2]

In 2E 582, Torvesard, the agent of Ithelia delved into the Tranquil Catalog, seeking ways to circumvent the Pact Primordial. Vaermina and Peryite also sought to breach this restriction, with Vaermina successfully doing so by adopting the guise of the mortal Dunmer wizard Shelreni Baro with the usage of necromancy to enter Apocrypha uninvited.[2][3][4]
