The exact purpose of this faction is unclear, as it seems to just contain all the NPCs that at one point go to the courier building (with the exception of Elisa Pierrane), related to the unfinished Imperial Express quest. The only reference to this faction in the game's scripting is when Audens Avidius is removed from it during the Imperial Corruption quest. Notably, it bears an earlier name for the courier/newspaper service.
The precise function of this faction is unknown. The only object it owns is a Bay Horse in the corral outside Chestnut Handy Stables, and since all of the faction members go traveling at some point, it is possible that the intention was for them to go by horse. This does not occur, however, and they all travel by foot. There are similar factions for the Talos Plaza and Temple districts of Imperial City.
Members of this faction will be hated by any member of the guard. Amusei becomes a member during the Lost Histories quest to ensure that he is a target for the guards. He leaves it when he gets across the bridge.
This faction is used to set the Evil flag on Actors without any side-effects such as Disposition adjustments. The only reference to it, apart from Shady Sam's membership, is during the Shivering Isles quest, Symbols of Office. The player's clone is added to this faction at the same time it is removed from the major guilds.
