I started a ne2w file and jumped outside the census office into Seyda Neen. When I entered into the Census office (Trough Seyda Neen) he attacked me. I had done nothing to incur a bounty or stole anything in front of him. This probably has nothing to do with bounty, but the Disposition tutorial, "Press ^ActionActivate to talk to the Captain. Select topics to ask about them. Don't try persuasion on him. If you're not good at it, he will start to dislike you.". Talk to him normally and use Speechcraft to lower his Disposition, he has a Fight of 40, which means he will attack you if he doesn't like you enough. I'm guessing you skipped the stat menu and your character didn't have any stats calculated, so your personality was still zero and he hated you. I've jumped through the wall after picking up my papers to be stamped, he did not attack me when I came in the other side. Did you go over the tree to get out of the chargen jail? I jumped through the wall in the area with the barrel with the Engraved Ring of Healing in it. I was also playing as a Dark Elf (Or Breton, one of the two) if it matters. (I know how races have preset stats.) Kestral 18:27, 21 October 2008 (EDT)
