Stop the bloodsport

Valga Atrius, an Imperial freedom fighter, has asked for my help in rescuing Imperial citizens held captive by the Daedra in the Arena District.

1. Talk to Valga Atrius at the Alliance Rally Point in the Arena District.
2. Rescue twelve Imperial Citizens.
3. Return to the Alliance Base and speak to Valga.

Detailed Walkthrough

At your Alliance Rally Point in the Arena District, you will find a legionnaire named Valga Atrius. She will ask you to free enslaved citizens from the clutches of the Daedra so that she can smuggle them out of the city.

Imperial Citizens can be found in great number throughout the district, and you will need to free twelve of them to complete this quest. The safest way to reach that number is to find individual, tied-up citizens who are usually unguarded and need only to be activated. Alternatively, citizens can be freed by attacking and defeating at least one of the enemy Daedra that guard them. These citizens can be found alone around the district, in pairs working on the Arena's exterior or fighting in the ditches along the walls of the district for the amusement of their captors. Progress can be shared if you are close enough to the citizens when they are being liberated by another player from the same Alliance.

Once you've freed twelve people, return to your Alliance base (either through the sewers or through respawning/teleporting) and locate Valga near the general merchant's stall. She will reward you with leveled gold and a Light Tel Var Satchel, and will vow to liberate more citizens tomorrow.

Notes

• Prior to Update 26, The Sublime Brazier was a prerequisite to begin this quest.
• The Siegemaster's Coffer you receive as a reward contains one Light Tel Var Satchel, which can be opened to receive 0000200200  (originally 000008080 ). The coffer will also contain a Siege of Cyrodiil Merit if it is the first District Daily you have completed that day; these can be combined with items available from the Tel Var General Merchant to obtain certain collectible runeboxes.
• The rewards for this quest are doubled by events such as Midyear Mayhem and the Imperial City Celebration Event. Although you receive two Siegemaster's Coffers, you can still only earn one Siege of Cyrodiil Merit per day.
• You can complete this quest without ever leaving the safety of the district's Pact Rally Point. Four respawning citizens can be found surrounding the rally point, and killing one of their captors with ranged attacks is enough to progress the quest.
