Wizard Nisira is a Redguard mage who can be found by the entrance to an Aldmeri ruin in Skywatch, where Azandar al-Cybiades has made his sanctum.

It is not possible to speak to her when Azandar is accompanying you.

Dialogue

When you speak to her, she'll warn you away from it:

"Honor and faith. Please keep your distance from the door. This ruin is off limits to those such as you."

Why? What's inside there?

"Why? Because it's not safe.
As to what's in there … I can't really say."
