There are five Suspicious Strangers in the festival in Solitude during the Emissary questline. Two male Nords, one female Nord, one female Orc, one male Altmer.

Potential suspects attending the festival during a planned coup attempt, whom the player can either confront or have Guard Norlund arrest.
