Dengeir is the Jarl of Falkreath.

He is old and paranoid, which makes him a perfect candidate for some not so subtle manipulation.

He fears the presence of Imperial spies within his hold, as well he should. If you could find and present him with the evidence he both desires and dreads, he'll see things our way.

I suggest you investigate Falkreath's capital, there's bound to be evidence of espionage hidden somewhere, likely away from prying eyes.
