My latest intel on Whiterun.

Jarl Vignar Gray-Mane is not as well-liked as he may think. Local opposition to his leadership grows daily. I hear naysayers to his rule often gather at the local inn.

Also, the Jarl seems to have been doing poorly with his family finances as of late. This may be something you could hold over him if you can find proof. Perhaps you could find such proof at his home?
