Detailed Walkthrough[edit]

The "strange meat" eaten by the refugees; their own brethren that fell victim to the plague

Start the quest by talking to Sela in the refugee camp within the crypt after completing A Family Divided. She repeats her wish to find her missing husband, Garil, and you offer to search the crypts for him. She knows the odds are slim that you'll find him alive, but she needs closure, one way or another.

Luckily, you do not have to go very far to find him. Exit the refugee camp through the northern door and take the first turn left, then head up the stairs and through the door into Garil's Camp. Inside you are met with a grisly sight; Garil has become a plague husk. Unlike the others he is quite tough, and still capable of basic speech. He shrieks in rage when you enter his camp.

Garil: "Revenge!"

You will have to dispatch him, and once you do take his journal from the altar at the northern end of the room. In it you find a message to Sela, telling her that Danus locked Garil up in the room under the excuse of plague because he found out something that the other refugees do not know: the meat they are eating comes from Dunmer corpses.

Make your way back into the refugee camp and confront Danus about the claim. Regardless of whether you told Sela to stay behind or leave she is gone. He argues that the refugees are only doing what they must to survive. Hiding in the crypts keeps them safe from the plague but they still must eat. Garil's refusal to accept the moral ambiguity would have turned the camp against him, sentencing them all to a slow death by starvation, or if they left for food, a painful one by plague.

You now have to choose between telling him that you're putting an end to the cannibalism, or that you understand that they had no choice. If you talk to the other refugees at this point, you find that they are in fact aware that they're eating Dunmer flesh, but are choosing cannibalism over starvation.

Putting an End to the Madness[edit]

Danus calls you mad for condemning his people to death, but makes no move to stop you. Behind a door to the west of the camp is the Cold Storage room. Inside you will find a small room littered with piles of humanoid bones, chunks of meat (some of which are strung up), and another refugee named Varila butchering a mummified corpse laid out on a table. You can speak with her, but she will only comment that she hopes you stay for dinner. Set fire to the meat rack on the far wall to destroy the meat, and she will run off in fear.

Varila: "What in Oblivion are you doing?!"
Varila: "I'm getting out of here!"

Return to Danus, who is appalled by the destruction of their stockpile of meat.

If you told Sela to stay put at the refugee camp, he will be surprised by your naivety and inform you that while you were gone the refugees killed and ate Sela, commending her for her cinnamon taste. This ends the quest here, with Danus rewarding you with a high leveled amount of gold.

If instead Sela left the crypt, you will tell him the refugees have a second chance and to lead his people back outside. He sarcastically asks how the refugees will be able to move on and forget what they've done, and you agree it won't be easy, causing him to comment that you sound like Garil. He admits that you may be right and that they may have lost their way, but tells you that while any who wish to leave may do so, he can't bear to return to the outside world after what he's done.

Leaving Them Be[edit]

Danus is glad for your understanding.

If you told Sela to stay, he also tells you that if you had agreed with him earlier he might have spared Sela, and asks if you can smell her cinnamon aroma, implying that while you were gone the refugees killed and ate her. This ends the quest here, with Danus rewarding you with a high leveled amount of gold. Once the quest is complete, you can kill him with no consequence if you choose to.

If instead you told her to leave the crypts, he tells you to take Sela and go, implying that she is in danger of becoming a meal should she stay.

Delivering the Bad News[edit]

If Sela has survived, it's time to tell her about Garil's fate. Head to the southwestern corner of the refugee camp and use the plank near the dividers as a ramp to get past the barricade and reach the crypt entrance without wading through the undead occupying the rest of the crypt. Go outside and find Sela standing on the nearby bridge. Tell her that Garil is dead, and she'll thank you for letting her hold on to hope a little while longer even though she already had the feeling that she had seen Garil for the last time. She will reward you with a high leveled amount of gold.
