Chalaree is an Argonian merchant selling her wares at her general good store, The Wayward Pilgrim, along with her husband Tan-Skee in Hissmir.
You will be directed to Chalaree to purchase Simple Bait during the Fish Boon Feast. However, Simple Bait can also be purchased from traveling festival merchants, and any other type of bait will also work for the quest.
